I'd put the dummy out there and make sure I was video taping their response. That would be classic.
But I also agree. If there's no way they could kill a deer under the feeder w/o a bullet passing onto your property, the GW and/or sheriff should be brought into this.

Any way to rig one of the mannequins up with a remote speaker/mic, so that it can talk soothingly(for instance.. like Sam Kinison), with a pre-recorded message, to the deer as they approach?   Man, you folks are just plain evil!!   But while you're setting up the mannequins, go ahead and take a leak next to their feeder (to mask the other guys' scent, of course!). :-)

There is nothing the GW can do unless they shoot across the fence, asked him the other day on same problem. I would lean them on the fence like they was watching the feeder to. LOL wish I had a few to put on my fence but the dumb a--es would just steal them.
