I think it was 2005 I was flying to Zimbabwe to hunt. There were another couple of guys obviously hunting and we started talking. One guy insisted I look at his photo album of all his previous hunts. I didn't see a woman in any of the pictures, so I asked if he was married. "Oh, no!" he emphatically declared. Let that sink in - he traveled with a full-size photo album filled with pictures of himself. 'Reminds me of a guy on here.

But the very small fines associated with the OP is a head scratcher. The three people, each with multitudes of violations, were only fined $1,865, $1,015, and $605 respectively? Not much of a deterrent.
