I bought a couple hundred pieces of Sig .30-06 brass a couple of years ago for the purpose of reforming to .280 Remington, which I have done. Sig brass is very, very nice BTW---it's premium stuff.
First the brass was run through a FL sizer to create a false shoulder, then fireforming loads were concocted and then fired in one of my rifles chambered in .280 Rem. After that was done, the brass was run through a Redding body die and the necks were annealed. After annealing, the necks were sized using a Lee Collet die. The brass was then tumbled in stainless media to restore it to "like new" appearance and clean the primer pockets well. All that might be necessary at this point is to chamfer the case mouths lightly, and I'll leave that up to you.
One extra benefit of forming .280 from .30-06 is that you'll likely NEVER have to trim.
I'm downsizing my rifle collection, and with some reluctance I am letting the .280 Remington slip from my grasp. I won't be needing this brass.
