I live in a small town in East Texas and don’t have a range anywhere near me. Do yall know if it is legal to shoot a bow within city limits?
And any ideas to a way I could build a back stop that would be cheap and work?

Depends on the town, be careful. Tractor Supply has thick rubber mats, I think they are for horse stalls. About 60"by 60" I think. Hang in landscape timber frame then hang field tip target in middle of it. These mats will stop arrows. Be careful. Standing on roof and shooting down not a bad idea either. The stray arrow ends up in ground not neighbors car or worse the neighbor.

Check A1 Pawn to see if they still have a range... if not they should point you in the right direction...and probably give info about club shoots (Nacogdoches Bowhunters) around there.

Try your local college. When I lived in Dallas we use to prctice on the Collin County Community College school grounds. They had archery classes so there were bales of hay already set up. All we did was put up our 3-D target. We never had any problems with the local law enforcement.
