I have a old 8250 JD drill. How do you set the depth of the seed? Is it done simply using the hydraulics to raise the disc cutters to the right depth in the soil?

Yes, get set of the aluminum clamps that go on the cylinder rod, add the right combination of them to get you where you want to be depth wise. The 8250 also has a fertilizer box, so make sure you put your seed in the right box. Note* Sometimes people remove the divider and make it a full box.
