Needless to say, the Houston Texans are a terrible football team. They're so horrible in fact that it brings to mind if the NFL should have minimum performance standards to ensure ticket buyers, TV audiences, and even media outlets get an acceptable return. It could be something as simple as requiring teams to have so many wins over a two or three year period. Let's face it, when a team is as bad as the Texans, ticket buyers, television advertisers, food vendors, and everyone else who has invested financially to support the league is losing money or not making a reasonable profit. And players should not be in a position where they have to play for a team where the value of the talent is sure to decrease. I've long since said Houston is where young quarterbacks with potential go to bring a quick end to their NFL career. Any organization that doesn't satisfy the minimum standard should be forced to sell their franchise to another individual or group in any city the NFL sees as being able to support an NFL team.
Who knows, maybe such a standard already exists that isn't made public but only known to NFL owners.

Huh? You realize that NFL stands for Not For Long because the good and bad teams flip positions pretty regularly. Weren’t the Texans pretty dang good just a few years ago?

The OP use of the Texans as the example is laughable. Houston has not had a real NFL franchise since 1996. Use another team/city say Indianapolis as an example of current and acute futility.
"Any organization that doesn't satisfy the minimum standard should be forced to sell their franchise to another individual or group in any city the NFL sees as being able to support an NFL team." The number of billionaires is somewhat limited and equity investment groups who know nothing about the business of sports/entertainment won't touch it. For the most part the markets that can support franchises have them. Let the floundering owner keep his sinking ship and demote the franchise to a "D league" status. Form a partnership with the USFL or similar and motivate them to put their money where their mouth is.

The belief that any NFL team is capable of winning on any given Sunday doesn't hold water with the Texans. If the NFL followed rules similar to those of the European soccer leagues, the Texans would be one of those teams to have been bumped down to a lower division. Say what you want about soccer, but the European leagues function so that fans and advertisers get more for their money.
The Texans are now 1-9-1 after finishing a very dismal 4-13 in 2021 and 4-12 in 2020. Simply put, people and advertisers should not be forced to pay full price to support such a horrible football team.
