The Mescalero in NM had/has the $600 hunt for cow elk but I've heard they don't run very good hunts and when I read the literature it was confusing as to whether you had to hire a guide, extra expense. I wonder if some of the places east of Alpine do cow elk hunts.

The Elk Ranch in Jacksboro offers day hunts for elk cows (at least they did last year).

My wife and I just got back from the Mescalero Apache reservation cow elk hunts. Our application had 4 hunters. If one draws, all 4 get drawn to hunt. 3 of the four got nice cow elk. The fourth hunter had three opportunities but missed. This definitely a meat hunt as most of the day was spent in the truck driving and looking for cows and jumping out to try and get a shot. It was fun in its own way. We did have a guide for the four of us. Initial fee was $625 and an additional $400 kill fee. All in all, I feel it was very affordable. The country is beautiful and there were lots of bulls all around bugling. Our guide called in a huge bull just for fun. We definitely will be back.
