I’m trying to determine if it’s legal for me to ship a handgun to another TX resident. It seems like it is legal if I use a common carrier such as fedex . What says the knowledgeable body on the THF ?

Yes.
However, I think according to company policy, UPS/FedEx/etc will only overnight or two-day ship handguns, so it may be cheaper just to take it to an FFL and let them ship it USPS or a cheaper method with the common carriers.
The secret to a long life is to try not to shorten it.

Yes has to be sent overnight and may not be cost effective.
FFL Dealer may get a break on shipping.

I just went through this with UPS. Tried to have a rifle shipped from one non-licensee to another non-licensee, both within the state of Texas. They refused. UPS accepts packages containing firearms (as defined by Title 18, Chapter 44, and Title 26, Chapter 53 of the United States Code) for transportation only in the following cases: •(a) Between licensed importers, licensed manufacturers, licensed dealers, and licensed collectors (as defined in Title 18, Chapter 44 of the United States Code), and government agencies •(b) Where not otherwise prohibited by federal, state or local law, such as: ◦(i) from an individual to a licensed importer, licensed manufacturer, licensed dealer, or licensed collector ◦(ii) from a licensed importer, licensed manufacturer, licensed dealer, or licensed collector to an individual.The shipper must comply with and must ensure that each shipment containing firearms complies with all federal, state and local laws applicable to the shipper, recipient, and package, including, without limitation, age restrictions. https://www.ups.com/us/en/support/s...ted-items/prohibited-items/firearms.page

She took a look at them and said “Ok”. Sometimes (or most times) the folks behind the counter don’t know what’s up so they just say no to cover their hiney.

If you can legally sell to another resident in this state then you can ship to them as well.

UPS doesn't care what' legal, it's their corporate policy to not ship a firearm from one individual to another individual in the same state. That's why I'm done with them. USPS shipped the rifle without any issues.

Exhausting...
Just take the handgun (OP is NOT asking about a long gun) it to an FFL. They can do it MUCH cheaper than you can. They are allowed to ship via USPS.
