Probably the lube used on them if they were pre lubed.

Lube for sure. I have some sticky ones, I’ve never had an issue firing them. I believe the sticky ones I have diy and not store bought.

As others have stated, that's the lube. Don't clean them.

Bullet lube: The simplest style is tumble lube. Here is a tumble lube grooved .45 AUTO bullet I cast. It has a version of BLL on it that is kinda sticky. Below are some .45's for Colt loads I pushed through a lube-sizer to fill the grooves and size the diameter. If you want them to be pretty when done you can wipe the nose off with a rag and mineral spirits. The lube grooves are the most important. And then there's powder coating...where I have gone for 95% of the bullets I cast.
