Because he is (was) the HMFIC...the buck stops with him. The state is..... The board is....the CEO is responsible for the planning and operations obviously.

If the blame goes anywhere other then the state you have taken your eye off the ball. Explain. Ercot gave the state recommendations back in 2011 when the same thing happen, but is a much smaller size, the recommendation go to the state, railroad commission, and the PUC. They did next to nothing about it, and here we are...... the problem is moving critical fail points inside. I'm guessing everyone thought it was too expensive to do anything about, and just resorted to pushing more paper, and not actually enclosing critical components.... Ercot has no power, the state does. Blame the state..... politics are at play here.

Which agency/organization is responsible for planning power generation plants and deciding which energy source gets preference for baseline power generation (determines profitability of power generation)? That is who is responsible for this mess.

It spoke volumes when I learned the former Board Chairperson had said she had no idea how the problems could be remedied. Another example of incompetence put in place in order to satisfy politically correct compliance. I wouldn't be surprised if several of those former Board members knew enough about electricity to be able to wire a lamp.
