Work Sharp Ken Onion edition.
If you find yourself feeling useless, remember it took 20 years, trillions of dollars, and four presidents to replace the Taliban with the Taliban.

is he old school or does he just want something to sharpen knives.
I still use 3 arkansas stones and a carborundum if I need to rework a blade.
lansky is a good, get the big kit with diamond stones, keeps a good solid angle while using and that is key to a good blade.
never used a work sharp but have checked them out, seem like a good set up.
never had electricity in elk/deer camps so always have done mine by hand.

I have a 3 sided Norton stone like the one in this video. It somehow ended up in my possession during my 31 years in the grocery business. They do take a little time though. If I had to go buy one today and my knife sharpening skills were marginal, I would get a........... Work Sharp Ken Onion edition. Hands down .

I really like my Work Sharp Ken Onion edition . I love mine. I dress all my knives at the beginning of the season with this. During the season at camp after cleaning animals I touch them up with the one below.

With the arthritis you mention , maybe something like big pig uses. Simple little gadget. I really would not recommend those but for arthritis its possibly the way to go.

I'll go against the grain and say Chef's Choice Edge Select 120. Doesn't get any easier than that and great for arthritic folks.
ETA: Guess I'm a little too late.
