It's all about those at the top, city management.
Not really. You've had daily protests and people blocking the streets outside city hall protesting the police. Anytime police took action to those people being violent or assaulting people and detaining them, those groups would sit outside police hq. After about five months of that daily and nobody raising opposition to that behavior in local city councils around Dallas (these defund the police groups have been organizing and showing up in numbers at all local city councils) or trust to the police, police kind of just caved to make them go away especially since that's the only side showing up to city council and budget talks is defund the police. Plenty of videos of these people and vanadlism on dpd HQ. Of course media will portray vandals and protestors as heroes. Makes sense police will just gave to make them go away and leave them alone.
