Front rack. You can pull it forward a few inches after release pin is removed and it will pivot to ground on one side. Pull them up and the rotate back to horizontal push it back and re-pin. I use one of these anti rattle hitch brackets which takes out some of the wobble bit not all of it. Centering the weight helps. We’re you able to stop the bouncing and side to side motion? Might cross the buckles if not It’s 100% Rock Solid, it hasn’t moved at all since I added the supports and I literally mean you can do whatever you want to it and can’t make it move. It’s a keeper set up, Now how do I patent the set up
