Doesn’t seem to be. Looks like Austin stone, but I think it’s just molded to look that way. Something along the lines of plaster. El Paso would probably like to have their money back on the damages, but I’m guessing the guilty party is no longer able to square things up.

I took that pic weeks after I first noticed it. That freaking wasteland hasn’t been disturbed by a drop of rain the entire time. It’s climate is one step above the moon.

With that rig up on the overpass, TX DOT and city are not concerned or overpass road would be closed (in most cities). Just too much tax money spent on looks and crappy low bid labor.

That is just a veneer with nothing to do with the structural strength.
