Carrying in the car is a grey area when you have a LTC. Since you are allowed to travel with a pistol as long as it is concealed, technically you aren’t carrying under your LTC unless you are open carrying. Outside the car you have to inform of course. My experience is showing your LTC even when not carrying is a good faith move that most of the time will get you excellent results with LEOs. FWIW every time I’ve presented my LTC an officer they handed it right back to me and didn’t even ask if I was carrying, Without LTC, you can carry in your vehicle. But, it must be concealed and it cannot be on your person. Laying it under an article of clothing in passenger seat fulfills the requirement if you don’t have an LTC. I totally agree that showing your LTC regardless and being open about whether or not you are carrying is a good faith move. It also tells the officer that you have been more thoroughly vetted than the non LTC citizen. FWIW.

The penalty for not telling a LEO that you have a LTC when you are asked for ID has been eliminated. There is no punishment for not declaring you have a LTC. However, the requirement that you tell them still exists. You are, by law, required to tell a LEO that you have a LTC if asked for ID. If you don't, there's nothing they can do (legally) to you for not telling them.
They can, however, get annoyed and make things more unpleasant for you than they might have been otherwise. It's probably a good idea to just tell them. No need to 'Poke the Bear' unnecessarily.

Stupid you cant carry now,
The Texas Game Warden will try to bust you on Lake Lewisville for carrying a gun on the lake. I learned this while carrying all of my registered firearms in a boat on Lake Lewisville. Not wanting to break the law, I dumped them all into the lake immediately. And that’s why I no longer own any of the firearms registered to me.

Stupid you cant carry now,
The Texas Game Warden will try to bust you on Lake Lewisville for carrying a gun on the lake. I learned this while carrying all of my registered firearms in a boat on Lake Lewisville. Not wanting to break the law, I dumped them all into the lake immediately. And that’s why I no longer own any of the firearms registered to me. Not to worry, no firearms registration needed in Texas.

have only been pulled over once since I got my chl back in 08.
stopped, both hands on the wheel and window down, leo walked up and my first words before he could say anything were that I was carrying and what would he like me to do.
asked where pistol was and told him small of back, he said we're good, gave both licenses and insurance and got out of what could have been a felony speeding ticket (still had my cdl A license, missed a sign and was 20 over in a school zone on a hiway).
couple of other mitigating factors but I have found if you just tell them first things are a whole lot better than leo finding one you didn't declare.
also, got my first chl in Okieland, there it is mandatory you declare any weapons in the vehicle, they won't play nice if they find one you forgot about.
