Where can I find a loop lever for this rifle and who in East Texas or DFW would be a good gunsmith to contact?

I don’t know about the Winchester but midway stocks them for the marlins. On a marlin it’s a quick 10 minute job to do it yourself.

If I were to look, I would try Midway, Brownells, and Numrich. If one of the three of them does not have a gun part, that gun part probably does not exist. While you are at it, get a punch set and do the job yourself. It really is not hard at all. If you need, you can consult youtube.
