So this is the 2nd-3rd year I put in don’t really remember anyways. Just checked the status and it says 2nd draw pending anyone know what that means?

It means that the winners have 10 days to accept their permit. If anyone has not accepted their permit, they have another drawing for those unaccepted permits. Seeing as how the permits for pronghorn are free after being drawn, it's unlikely that there will be any unaccepted.
