Does anyone have it? What is considered crop land? Is hay considered a crop?

CRP = conservation reserve program, not an abbreviation for crop land. ---> USDA / fsa

Yes that's what I got out of your question. Is hay a crop doesn't mean much.
If you plant wheat, triticale, rye then harvest or bale & sell it, then plant warm season hay like Kline or Sudan baled & sold. Yes, considered crop. Highly managed monoculture hay species baled & sold, sometimes can be, it is assessed on a case by case basis. Rough hay field / pasture, can qualify under marginal pasture. Depending on area you don't have to have crops previously if the land will qualify as marginal pasture and it is in an area where it will qualify for one or more of the various conservation reserve programs avalible in the area
Right there in the link I provided, either crop lands planted 4 out of 6 or certain marginal pastures.
Have you called your local usda/fsa office and asked a simple question? Or asked their opinion if your land qualifies?.

Before we sold, Baled Hay (coastal) was fine on mine (for ag) in Fayette county. Cash crop. Don't know about CRP or how that works.
