From those choices, Ruger. Savage is my first choice though it is tough to locate 280's in Savages. If you can find a Sig SHR970 in 280 they are really sweet. Browning would be a good choice too.
Any of the major manufacturers will be fine, if you avoid their "bargain" lines (Rem Express or SPS or 710's; Savage/Stevens 200's; etc.)

I disagree with avoiding Remington's M700 SPS. They are great rifles, but I think overpriced compared to the 700 ADL's.
My personal favorite is the Rem Stainless/Laminated Mountain Rifle.
Can't go wrong with the Ruger, either............but I prefer Remington over Ruger.

I am a little biassed as well, all my entire family owns is remingtons, and never had a problem, I have also shot rugers, no complaints out of either of them, but would go with a rem.

Ruger, I love my 270. Shoots well, and very accurate. Has one of if not the smoothest action among the bolt actions. I don't think you can go wrong though, Remington makes a excellent rife also. Flip a coin

RUGER ALL THE WAY!!!!!!!!!!!!! Every rifle centerfire and rimfire that I own is made by Ruger.
Remington is an overpriced POS. I had nothing but trouble out of the few I have owned in the past. They make a better jack handle than they do a rifle. In addition to all the problems that I had in the past with their product, their customer service is AWFUL!!!!!!!!!! They were rude and acted like it was my fault that a BRAND NEW OUT OF THE BOX product was not working properly.

Come on Ted don't be bashful. Tell us what you think.
I have always liked both Remington and Rugers. I have never had a minutes problem out of either one. Now a long time ago I had a friend that had a Remington Semi-Auto 30-06. That think wouldn't even make a good trotline weight or a jack handle.

Winchester Model 70 is the best if you can find one. If not, then I would take a Ruger over the Remington any day.

Remington builds some fine guns, but some cheap ones too. I am just basing this on what is coming through the shop on the workbench. Low end guns are just that. If you have one that works, take care of it.
Example: Remington 870's, have not had a real 870 Fieldmaster in the shop in a while, but expresses and sps are regulars. Older 700's are good, and current 700's are, but the 710's and other low end ones are giving trouble. 552/572 model 22's are great, never a problem, the 597's and Vipers and others that they have now, are frequent flyers too.
Fewer Rugers and Savages that most, Browning's are pretty reliable (but seem to be ammo finicky), and have never had a Sig rifle back in the shop....wish they were still available...and wish I had kept more than one!

I'll stay out of this unless someone wants a feature by feature comparison, but I've owned maybe a dozen Ruger 77's, all tang safety Mark 1's and would buy another one knowing what I needed to do to satisfy my super picky tastes. I've owned exactly one Remington 700, one Remington 710 and unless I can steal something will never own another as both rifles performed down to my expectations with mechanical failures directly attributal to the poor basic design... however to the Remington 700's credit they do have a history of shooting well. Are Rugers perfect...NO, but the basic design is excellent and the one everyday average flaw is fixable without breaking the bank. I'd also ask why the choice is just between these two...but that was the question ..so this is JMHO. Ron

HT,

Sure, the first one that I had a problem with was a left handed 870. Bought it brand new and it wouldn't cycle the shells through it. Even after a gunsmith worked on it it still never worked right. I contacted Remington to see what they would do about it and they refused to do anything. So I sold it after having it about 6 months. The second was a 700 BDL in 7 mag. Bought it brand new as well, and after about a year the stock split right behind the safety. I only fired factory ammo through it and never dropped it or abused it. All I did was shoot it alot. The straw that broke the camels back was a 700 ADL in 30/06. The gun would fire EVEN WITH THE SAFETY ON. Bought this one used, so I really cannot put the blame totally on Remington.
I have bought a bunch of Rugers both new and used. Only had one problem. Bought the 77/17 right after the .17 HMR came out. Brand new in the box. Something was wrong with the magazine. I contacted Ruger and told them about the problem. They asked me how soon I needed a replacement. I told them I was in no hurry. It was in the mailbox 2 days later, with a nice letter of apology, and a postage paid sleeve to send them the defective one. I even got a follow up call from Ruger.
Definately a customer for life with them.

I stick with all Remington if I can. I have bought two Rugers...22/250 and 22 mag. But I like Rem better and have mostly Remington in my gun cabinet. JR

Pick the one that appeals to you. I don't think you can go wrong with either. I will say that I have mostly rugers and they tend to be very reliable. I have a 280 in a M-77 and it is probably the flattest shooting rifle I have.

They are both great rifles, if you are going with stainless then go with Rem. for sure. I have seen many a Ruger stainless rust bad. I also like the stock on the Remington better.JMO
