Can you hunt moose in Alaska for anything around 5K? Most websites I've looked at want 10-15K.

Did you check into the self guided options??
Self guided is generally about 50% success rate
and a lot of work.
For a first time self guided hunt most recommend
Caribou.
No way you'll get a guided hunt for that.
