I believe it's after the registration deadline for the hunts. Maybe around 10/13?

From the TPWD Website:

SECONDARY DRAWING

After the initial drawing for a category is conducted and that permit fee due date has passed, unpaid/unaccepted permits may be offered to alternate winners through a second drawing.
If you are not selected initially and a secondary drawing is scheduled your application status will read Not Selected – Pending Second Draw.
If you are selected for a permit during the secondary draw, a selection notice will be emailed to you and a new permit fee due date will be set.
Secondary hunters will be chosen from the same pool of applicants as the initial drawing. It will not be necessary to apply again.

Oh OK, I get it now...I and mebbe 8-900 other guys applied for a GDE Hunt at So&So WMA, that had 30 Permits Total available.

Then TPW's Magic Drawing Fairy filled out of the General Pool of 888 Paid Apps, their Bio & Mgmt Approved 30 Permits ...then discovered ...
A. not all of those Selectee's sent their Hunt Fee of $80/$120 in by the deadline,
or B. some of the Selectee's App's upon final inspection have flaws (CC payment bounced etc) and are Disqualified....leaving ummm mebbe a sum total of 7 unpaid & disqualified Selectee's spots to fill & satisfy the Approved Bio & Mgmt Goal of 30 Active Permits "in a 2nd Drawing from the remaining Pool of the Original 888 Paid App's".

In otherwords we got a 881 x's 7 chance of getting drawn on the 2nd drawing is what I'm understanding here.

FWIW ...THAT busts my bubble all over again. Toooo Much Rube Goldberg falderol goin' on here.

IMO TPW oughta put those "7" newly available spots in the Standby at the Gate Straw Drawing and awarded to guys with Cash in Hand and ready to go Hunt right then and there like it always was in the past, along with the No Shows by Checkin Time & the Add On's from the last minute fine tuning of additional Spots the Bio guys sometimes add to a Hunt.
JMHO & YMMV
