A good friend of mine has a registered white British lab that is going on 9 years old right now. He's a great dog and came from a good line of dogs. What is the best way to find a female lab to breed him with? Also is there a standard agreement as to who gets first choice of pups?

I'd ask/tell him several thing. Besides the fact that white is not a recognized color for labs, I'd ask him a few questions, 1)Has he done health clearances on him? 2) What special attributes does the dog possess that he hope to pass on? 3) Does he understand that breeding his dog is not cloning? Most casual breeders assume that all they have to do to get another great old dog like "Jake" is to breed him and keep a puppy. Nothing is farther from the truth. It's a genetic crap shoot. 4) If doing a natural breeding, is he prepared and knowledgeable to step in and help if things don't go as planned? 5) Does he realize that he's responsible for the care and safety of the bitch while she's there for breeding? 6) Is he covered by insurance in case something does happen? If he's doing a artificial breeding does his schedule allow for a sudden trip to the vet? If he's doing fresh or grozen semen is he aware of the costs associated with freezing, storing, shipping, etc.? Lots of things to consider before jumping into the puppy biz.
As far as your other question, no, there is not a standard agreement for first pick. Like any other business deal there are things like that to be hashed out and documented.

This is the toughest one in the world. Most female owners want to see some numbers on the stud. They can pick a national champion.

It would be a lot easier to just buy a new puppy.
Shopping with your husband is like hunting with the game warden. Experience is what you get, when you didn't get what you wanted.
