 NEF R92 Revolver (22) Question

Here is a picture of my R92 on bottom with my 732. Is the sear or lifter missing behind my trigger on the R92? The hammer will not stay cocked to fire in single action. I bought it from a gunsmith who swears up and down it was made that way from NEF. Any advice would be helpful.
