I am in the Clear Lake area of Houston. Other than the PSC Range where is a rifle range that has 300 to 1000 yards?

Bayou Rifle Club has a waiting list at this time. American Shooting Center goes out past 300 don't remember how far.

I live near American shooting center and go there frequently, at least I used to.
They have 100, 200, 300, 400 and 600. In order to shoot past 300, they require a small qualification test. It's to make sure one is a decent enough shooter. It's not too difficult, you have to put 5 shoots within the 6" diameter center target. They will not accept a 6" group that is outside of the center. Once again, it's for safety sake to make sure there aren't a bunch of knuckleheads attempting shoots they shouldn't. Another good thing is at 200+ ranges they let the shooters call their own cease fires.
As of the steel, they're an individual's personal targets that is not maintained by the range. But I've shot at them and people are usually very cool about it.
I'm a dude who likes long barrels!

Greenwood Gun Club in Brazoria County has some long ranges, but they also have a waiting list.
