Nope... It's a legal buck under AR rules, but not a spike.

See:
http://www.tpwd.state.tx.us/regulations/outdoor-annual/2013-2014/animals/white-tailed-deer

Quoting from that page:
Definitions

A "buck deer" is a deer with a hardened antler protruding through the skin. A "spike buck deer" is a buck with no antler having more than one point. All other deer are antlerless deer. A spike buck must be tagged with a buck deer tag from the hunter's hunting license or applicable permit.

If you look under the special antler restriction segment it calls a legal spike buck any buck with 1 unbranched antler and it has a pick of a buck with 4 on one side and an unbranched antler on the other...

The Patrolmen at the Haggerman would never let anyone out with making sure there kill wasn't legal.

If you read closely the book says a spike has no unbranched antlers . It also says that a buck with an unbranched antler is a legal buck. So the buck pictured is not really a spike but it is a legal buck.
