I shot 2 or 3 does in the hill country that had similar jaws. I cut each one of them open it was never more than fatty tissue that, like a tumor I would guess. We saw the first one for several years before we shot her it didnt change much and didnt seem to effect her at all. She was healthy and raised fawns.

All the ones I have seen that were killed had that "lump" under their jaw packed full with food/browse they had been eating. Smell was nasty.
