If that deer doesn't make 130", he doesn't meet the minimum score for the lease agreement. Is he safe to shoot, or do I need to find a different lease???

If they kick you off for killing a fully mature buck like that, I would not want to hunt on a lease with those rules. He is not going to get any better with age IMO.

In my opinion that buck will gross high 130's and may hit 140. I can certainly understand rules to keep the Bambi killers from ruining the management program, but that buck is a shooter any way you look at it. I hope you smoke him.
