1 - Public or private lands?
2 - You HAVE to have a valid Texas hunting liscence when hunting in the state.
3 - I believe the ONLY thing you can shoot from a boat is duck & maybe hogs. Not sure about "owner of section of river" Didnt think you could OWN moving water.
4 - If the landowner GIVES you (written is better) permission you can hunt for what they say you can. Once you talk(face to face is best) about access to hunt & gain permission, best to at least CALL & let them know when YOU will be on the land hunting.

Are you from Texas? How old are you? Are you from the USA?

Not meaning to have my questions seem harsh, just with a couple of the other posters we had a while back asking things like that, just wanted to know where the asker was coming from. Sorry.
