Are there any public hunting areas like the "Big Thicket National Preserve" where you only need a permit,in central,south,or even northwest Texas, for Whitetail or Mule deer?

Yes, on USFS land. Just Google around. You still have to submit for the permit.

These are all in east Texas. I was hoping for public land hunting in central,south, or northwest Texas, where it is by permit only, and not done by lottery drawing.

Check out Lake Meredith National Recreation Area. It's in the Panhandle, mulies and whitetail.
If you bowhunt, check out Lake Amistad NRA. It's sort of in South Texas, near Del Rio. Whitetails and a few exotics.
No drawing for either.

I think the Laguna Atascosa down in the valley is still open.

Laguna Atascosa rifle hunts are by drawing only. The bowhunt permits are first come, first serve starting August 1st. I'm sure all of those permits are gone by now.
