Microchip will have been placed at the base of the neck, in the loose skin around between the tops of the shoulder's. You can't feel it...or at least I can't feel my dog, but it'll show up in a heartbeat with a scanner from any vet, animal shelter or the pound. The info provided should indicate owners name and contact info....IF the owner has kept the contact info current.
IMO a microchip is the only way to keep a dog from being euthanized at the pound...and that still happens when Animal Shelters get lazy or over full and don't have current contact info.
