I'm not a decoy maker, but I would assume the foam is used to mold over with fiberglass/resin.

It's just blue or pink foam from Lowes or Home Depot. They get burlap and a coat of Tile Mastic on them then sanded and painted. The foam is there forever, no replacement needed.
