Call your local rep and tell them to support House Bill 700
Also support
HB 1304 Would change the CHL law from "failure to conceal" to "intentionally display" and from "deadly force" to "force" This bill would correct the problems associated with printing or accidently displaying their concealed handgun. And protect CHL holders from unnecessary worry of prosecution.
If you need help contatcing your local rep let me know I have all the numbers!

You can choose whatever you like but I support the 2nd amendment. Gives me the right to KEEP and BEAR arms. Says nothing about CHL. We have come so far from the true meaning of our 2nd amendment. It's a compromise. I should be able to walk down the street with my AK BEARed to my chest. That's the true American way.

And protect CHL holders from unnecessary worry of prosecution. I would still conceal carry but would not have to worry about facing possible prosecution if it became visible for someone to see. All it would take is a officer having a bad day to get hauled in.

So the 2nd amendment gives everyone born in the US the RIGHT to openly carry guns? Nice interpretation.

Not starting a flamer here but one could argue that passing open carry - w/o a license, right? -- would spell the end of "carry"...period.
Perhaps Im not a true 2A purist, but I personally dont want every delta bravo out there swinging a gun from his or her hip with no way to stop them. Tactically, it makes no sense and the bad guys might go out of their way to target you to get your weapon. The CHL info says that there is a huge deterrent effect of concealed and that prevents a lot of bad guys from trying.
Secondly, the CHL has provisions to block nut jobs from carrying. Even if they prove later that they dont have the judgement to carry. How will someone crazy be identified as "should not be carrying a weapon"?
Im really not starting anything, just dont see how open carry will do anything good except be a moral victory against the anti-gunners. I see the downside as being more fuel for their fire....

My take on the bill is you must have a CHL to open carry and the holster must have a locking device.

In a purist sense, I agree with you on this and on 2A. Any talk concerning the 'terms' under which I may bear my arms is an infringement. 2A was meant for a moral and ethical public. The problem is not with 2A or it's interpretation, but with the populace to which it applies.

I was under the impression that the open carry bill being proposed still required a chl.

Greg that's what it's all about preference. Plus it will educate anti gun people on the fact is more guns = less crimes. Also people who conceal won't get in trouble if they accidentally expose when bending over or something like that.
Savage you are correct it will still require a class and what not but it's one more step in the right direction.
My belief like our founding fathers is, if you’re a law abiding citizen you have a GOD given right to carry any weapon you want when ever you want. It's not the goverments business who has what.

I hope it requires some kind of permitting. Second amendment or not some folks shouldn't carry a gun. It's a little scary even some of the ones you see in class.

i dont see why you would need a concealed handgun license if you are openly possessing a firearm.

i dont see why you would need a concealed handgun license if you are openly possessing a firearm. The training/qualifying component will obviate some concerns. The vetting process would also mean that those prohibited from possessing firearms are sifted, alleviating more concerns. Granted, you might have Constitutionalists or disqualified taking a chance on OC, but that can be said for CC. I'm generally not a fan of restrictive gun laws, but it is FAR better to start with legalizing OC for CHL holders than to try a moonshot blanket OC law. Give OC under these conditions a few years for people to get used to the sight of it, and then try for decriminalizing it.

I talked to Lavenders office yesterday. My understanding is the bill has to be heard in committee with witnesses for and against and then the committee will vote whether or not to procede. The next step would be a House vote before going to the Senate and then to the governors desk. As of right now it appears no senator has has stepped up to back the bill. If it is not in committee today they will try for next Thursday. The whole process could take a couple months. Again, this is my understanding of the process explained to me. Call your congressman and senator
