It's got a long tail and short coat definitely some kind of cat You know "long tail short coat" describes tons of dogs, too, right? Not many cats out there that hold their tales up like that. I think it's just a mutt. It could be the cat had its tail up to balance the weight it has in its mouth. You know how some cats mouths overload their butts sometimes  Holding the tail up would have the opposite effect. Google pics of cougs dragging heavy dead animals. Tails down.

They basically only use their tails to keep their balance when they're moving. If this pic is a coug, he's either in the act of killing whatever is in his mouth, or he's stumbling or something.

From look of tail I would say either a Mountain lion, cougar, or panther.
