 When to buy SUPER COMBO licenses

What day can you buy the Super Combo licenses? I tried to at Academy the other day and they told that they would expire August 31st... but they didn't know when you could get them unless it was after August 31... Wanting to do this so i can get my Annual Public Hunting Permit so i can receive the Map Book to start scouting.

Sounds like an example of an employee not understanding the need and also just being uninformed. Academy is great for gear and ammo but I buy my license at the TPW office.
Dear Lord please bullwhip me for saying this but I agree, Marcstar is in the lead. Please nobody use this as a quote!!!

If you buy at the TPWD office, do you get your map book instantly and avoid having it mailed?

I asked the high school aged cashier at my Academy when they go on sale and he knew it was the 15th. It's been that way for a long time.
