Nope, it's too short to be "suitable for firing from the should" so it doesn't meet the definition of a rifle

Go with 1911...Then for the ammo cost get him into reloading I do my 45 rounds for about .15 each and enjoy the time I spend reloading.

I can't believe nobody has mentioned a 1911 yet. J/K. I love Glocks but I think a 1911 is the perfect gun for this situation.

Springfield Loaded Champion Stainless. Small enough to be concealed, big enough to shoot well, and dang good looking gun to boot. They can be had around $850 new which leaves you enough scratch to buy a couple hundred rounds, a really nice holster for him, or pay for his CHL class. Just one goober's opinion, but I find the Commander length barrel to be the ideal compromise between concealability and shootability. I think it also looks more balanced than a Gov't model.

Gun prices have come down some at least on used guns. My vote would be a used Sig 226 made in Germany. Be patient as they turn up all the time. You can probably get one for about $600. If you want new, the Sig 2022 is a great value at about $400.
