If i were to mow strips down the middle of a sunflower field would this be considered baiting ?

Do it! It will make the hunting a whole lot better. Farmers here do it just for hunting purposes.

My lease farmer just mowed down a lot of sunflowers so they get dried up by opening day. I'm on it for ducks and never done a lot of dove hunting so well see.

I think if you manipulate a food source it can be considered baiting but I also know that people do it all the time.

That law applies to waterfowl only (and only under certain conditions since you can still manipulate certain native plants the 2nd year after planting, just not crops outside of normal harvesting).

You can manipulate for dove all day long and be legal.
