My puppy will sit, come on command, point, you can shoot over her on point, she will not break point, she comes from a dual championship bloodline... But .. I cannot get her to fetch to save my life.. Anyone have any advise?

put a check chord on her, and toss something for her in hall in your house. Then bring her to you with the check chord.
I never had problems with my dog retrieving Frisbees and bumpers, he loved to do it. But he was spotty at best on birds in the field. He was more interested in the find and point than on the retrieve. I finally had to force fetch him and now he is doing much better.
Depending on the age of your pup, you may want to look into force fetching.

She is 2. I will probably have to use force fetching. I was just trying to figure out a way to get her interested in the bumper before resorting to force fetching. I put the collar on her and threw the dummy and she just looks at it. I'll walk her to it and put it in her mouth and she just drops it. It is pretty frustrating but I know that she does not know any better.

Do not force fetch her until she is retrieving on her own. By force fetching her before she retrieves on her own she may shut down on you and never want to retrieve anything.
Start out with balls, toys, etc. anything to get her retrieving. Start out with really short distances and you may even have to attach a string to it so you can keep moving it to keep her attention going.

Does the dog exhibit the same behavior with birds?

She will go pick them up but will not bring them back. She was not trained to retrieve just to be a very disciplined pointer. If I can keep her interested in retrieving I don't think it will be that hard.

My buddy has a 1 year old gsp who will not retrieve either. She will run to the bird and pick it up and run off with it. He has spent alot of time working with her but she will not retrieve at all.

I am hoping I can teach her to retrieve.

X2, my trainer force fetched my Vizsla 3 years ago, last spring on a game ranch was the first time he brought a bird to me. I think he just felt sorry for me after watching me shoot
There is time, and you must take it, to lay your hand on your dog's head as you walk past him lying on the floor or on his settle, time to talk with him, to remember with him, time to please him, time you can't buy back once he's gone" GBE

You should look into a program such as Mike Lardy's Total Retriever Training or Evan Graham's Smartworks.
Both cover force fetch and that's what you need.
Good luck!
