You can ship pistols or longuns Intrastate without an FFL. The FFL is only needed to ship Interstate (Federal). You cant ship handguns via USPS unless you are an FFL, they have to be shipped via a private carrier like Fedex. They require that you ship overnight and it can be expensive. Hope this helps.

Sorry.... but ANY firearm may be shipped INTRASTATE w/o the need of an FFL... individual to individual... the moment you cross state lines, you need an FFL involved on the RECEIVING end...
Per the ATF website...
Q: May a nonlicensee ship a firearm by common or contract carrier? A nonlicensee may ship a firearm by a common or contract carrier to a resident of his or her own State or to a licensee in any State. A common or contract carrier must be used to ship a handgun. In addition, Federal law requires that the carrier be notified that the shipment contains a firearm and prohibits common or contract carriers from requiring or causing any label to be placed on any package indicating that it contains a firearm.
[18 U.S.C. 922(a)(2)(A), 922(a) (3), 922(a)(5) and 922(e), 27 CFR 478.31 and 478.30]

A little correction needed... Just sent off a revolver via UPS to an FFL. While I was there another guy was shipping a barreled action off for some work to be done. UPS wanted to see the FFL to confirm the shipping address for BOTH shipments. We inquired why an FFL was needed for the action and was told that UPS "REQUIRES" all firearms shipments to be to an FFL. They will not allow shipment to any individual REGARDLESS of the law.
So no matter what the law says, plan on an FFL being involved for ALL transactions when dealing with UPS.

If it is a long gun and will not cross state lines, non FFLs can send/receive through the US Postal Service. I recommend using their registered mail service. It gets signed for every step of the way and stays quite literally locked up while in transit. Last time I did this, I think it was about $30 for the postage and the extra insurance. I don't know how that price compares to UPS or FedEx, but you won't have anybody harrassing you about some arbitrary policy.
Only FFLs can ship handguns via US Postal Service.
Regardless of long gun or handgun, if it ever crosses a state line, you need to use an FFL.

Regardless of long gun or handgun, if it ever crosses a state line, you need to use an FFL. Not necessarily - I tried to ship at my local PO and was told only if FFL could ship. This was in state, and they wouldn't accept the rifle for shipment - Post master stood firm when I told him he was wrong. Had to go home and print out a copy of the regulations and bring it back with me. They finally relented, suggest you bring a copy of the relevant regulations w/ you - don't count on the people behind the counter to know. David

UPS often hires people that have no experience with fire arms what so ever, so unless they changed it in the last 3 months it was totally fine to ship with out an ffl using UPS .....just as long as you got the people who know what they are talking about.
I have had several UPS employees tell me you had to have an FFL and at the time they were mistaken.
and for the USPS as long as you are shipping to an FFL it is perfectly legal to use them...I have returned a shotgun to Beretta with USPS as well as shipped a rifle to kampfeld....both are out of state.

Since the original poster was asking about shipping within Texas, the FFL is not needed on the receiving end (as mentioned several times in the thread).

There is no need whatsoever to inform the knowledgeable attendant at the UPS counter that you are shipping machine parts to another resident of the state of Texas.
