If he does it will be close. If you move the antlers to center up on the ears I think it would be right at the tip of both ears so very close to 13 inches. Looks like he is the same distance outside the right ear as he is inside the left. As stated above, if you have to ask then better safe than sorry.

The only thing that may make him a shooter is the fact his left ear is not fully erect in either pic and makes it that much harder. If the left ear is erect like the right then I think he just might make it on second look. Good luck.

i would shoot it and then put the tape to him and find out. thats the only way to know for sure.
I have found that diversity adds balance to things. And thats why i shoot a diversity of animals. so i can bring balance to my freezer
