I should probably know this, but going to post the question anyway... if you have problems with in-town deer eating your shrubs/garden, is it legal to shoot them with a non-lethal weapon such as a paintball or bb gun? Got a friend whose honeysuckle and other shrubs get ravaged. And no, bow hunting isn't an option.
I'm guessing this would probably fall under some sort of wildlife harrassment statute?

Try some pepper or amonia that should repell them.

Just run out and grab them, put them over your knee and give them a good spanking.
God is great, deer is good and wild hogs are crazy.

Call your local GW and ask him. That way you know for sure. I would also check with your Animal Control Department to check on city or state laws. That way you have all you bases covered.
If I'm not hunting something I must be dead.

Try moth balls around the shrubs. X2 and I have heard that hot sauce sprayed on folage will work also for a few days. Also if you can standit, I had someone tell me that taking a couple of dozen eggs and breaking them into a bucket of with 2 gallons of water and then spraying the mix on the leaves will work also for a few days. Gonna get nasty smellin' though. I think anything you use will work short term and you will have to change it out. Might also try a radio on a timer to cut off and on.

Go to your local barber shop and get hair clippings and spread it around the area you don't want deer.

They make sprinklers that are on a motion sensor. When they pick up movement, they start spraying randomly. They keep the deer and other things away. Also good to put out by the sidewalk if you live in a neighborhood and wait for someone come walking by.

Go to barber shop, have them collect a bag of hair... Put it around, deer most of the time, will not have anything to do with that much human scent..

Back to OP; I'd find it hard to swallow that "marking" a deer in a suburb would be illegal

Those sprinklers are awesome for deer...and people. I got sent on an EMS run a couple years ago in a neighborhood with lots of deer. As I'm walking up to the house, BAMMM, I get hit in the face with a jet of ice cold water! I'm like WTH! The don't spray randomly, I swear that one aimed at me!

I do not believe in the proselyting of the LDS church, but I don't think you should be talking bad about others religions.

Anyone wanting to spread the word of God is OK in my book. But they do need to respect others choices too.

I made no ill remark about Mormons. I made what I thought was a funny (admittedly, many of said remarks are funny only to me) remark. The stereotype is valid. Proselytizing Mormons are considered annoying by many. I am loathe to start a debate on that as it isn't germane to the OP.

I used to have a problem with the neigbor's dogs pooping in my yard. Try this: take an old extension cord and strip pieces of the insulation off of it. About a 100 footer, lay it around the yard and flowerbeds. Now plug it into an outlet with a breaker with a very low amp rating like a 5 or 10. Remember this though-don't do this unless you have a yard fence, we do not want to zap any would-be criminals or worse yet kids! Ok, with the dew from the evening, anything that steps on that wire will have the thrill of its life!
I claim no warranty or guarantees, implied or elsewise. This post is for entertainment purposes only and if you want to know if I have actually done this-I plead the 5th amendment.
God is great, deer is good and wild hogs are crazy.
