Three weeks ago my lease was nearly dry so I took advantage of the exposed bank and planted some brown top millet. This morning I went down to check on the millet and low and behold the lease was back to full pool after only getting about 1-1/2" of rain earlier this week. I have a couple high spots where the millet was 10" tall so I am guessing the rest is roughly the same. So my question is, if the millet will continue to grow even though it is submerged.

It'll be done pretty quickly unless the water levels come down. Pretty sure brown top can survive somewhat in the water, but about 1/3 - 1/2 of the plant must be above the water surface.
Next time go with smartweed, I understand it's a lot more tolerant to flooding and I think, could be wrong, that it can survive and grow underwater whereas all of your millet varieties cannot.

Japanese millet would have been better as far as millet goes, it is more water tolerant I think. But it will not grow to maturity under water.
