What is the Shortest AR-15 upper one can Legally own to still be considered a "long gun"
And where can you buy them?

It has to have a 16" barrel to be considered a long gun. Many have shorter barrels but add a welded on (or otherwise permanently attached) flash hider to get to 16". http://www.PKfirearms.comhas great prices on complete uppers of all kinds.

I should also point out that you can get a rifle with a shorter than 16" barrel registered as a SBR (short barreled rifle) if you get a tax stamp from the BATF.

shortest barrel length - 14.5" (typically) (this is what the military uses for the m4)
shorterst total length - 16" w/ flash hider

You can purchase an upper at any of your local gun shows. Ft. Worth was just this past weekend.
