Why is legal to bait deer but not bait ducks or doves?

Ducks and doves are just stupid birds (they eat rocks). Deer are more smarter.

Deer hunting is harder than duck and bird hunting, that's why we need all the help that we can get. LOL I mean come on, who can't spray shotgun pellets into a group of a 100 birds and not kill a couple.

I'll have to admit that it's not as difficult as waiting for a duck to flair and become motionless in the air 50' away while you shoot at him/her with multiple rounds from a shoulder-launched cluster bomb delivery device (shotgun).

It is because the state wants to manage the populations of each game animal or bird. Duck hunters are the muy macho brand of hunters, walking miles through the mud, willing to stand in freezing water, rain doesn't bother us, snow and ice doesn't even phase us, we carry large bags of decoys, shells, calls, etc, etc in hopes of the chance to shoot at some of the worlds most impressive game. Deer hunters are the lazy type, don't like the cold or rain so they sit in a covered box, waiting on the 3 point to appear on opening morning. Deer and turkey hunters can use bait because if they couldn't the only deer would be killed by bowhunting duck hunters in october and soccer moms in lake travis . Now just sit back and watch how the deer hunters flock to my taunting feeder.

The Feds believe that since duck hunters are the ultimate hunter that it would be unfair to the waterfowl if we baited them. They think decoys are enough and calls also work so it is kinda like baiting by doing that. however I have found out that if you yake some snacks along with you and put a in tha water that is cooked it works great for turning birds
