Is it necessary to lube rifle cases if you have clean brass(tumbled) and you only plan to resize the neck?

Don't know if it's considered necessary, but I do.

always lube it, makes it a whole lot easier going into the die, and not much chance of brass getting stuck in the dies

If neck sizing only I lube the neck only by dipping it in dry lube like meca or graphite.

If you're neck sizing them in an adjusted full-length sizing die, I would. If you're neck sizing in a Lee Collet die (neck sizes only, no.
