Is a bow a "legal means" during the special muzzleloader season? If it is not legal......why?

the book states that if it is labeled muzzleloader only then only a muzzleloader is legal means and method , but I think archery should still be allowed but the state does not

In the areas of Texas that I hunt, the state should come up with more ways to kill more does.........in my opinion.

If it is "late season," then any means, but ML, then ML only.....
