So, I try to always make sure im legal. I was rereading the waterfowl digest for like the 10th time. It said a person is required to possess a valid hunting license and Annual Public Hunting Permit. Whats the last one. Did I miss something. Do they mean type 2 permit

Yes annual public = type 2 permit
the thing about baiting is, even a rookie hunter could have a 170 bird season if they bait holes
