The thing I don't like about talking to the neighbors first is if something happens to the dog, I'll be the first person they'll look to and place blame upon. I'm a wishy washy person ain't I?
After reading the case law, I've pretty well decided to not to shoot the dogs at all. After all there's more than one way to skin a cat. Don't worry I don't and won't use traps or snares. I'm more creative than that and I won't provide details.
