Trying to sight in a new Savage .17hmr bull barrel... It has been inconsistant at best. Shooting .17 grain V-max rounds.

Wondering where I should put it at 25 yards to get it dead on at 100, or at least consistantly on paper at 100 yards to narrow it down...

Can you not zero at 25, then 50, then 100?
My .17 groups .5 MOA at 100m easy with crap Remington ammo.
