if the cylender will come off take it off and throw it in a lake. and buy a new one This is what I would do.

Since you have the cylinder removed, just tap the opposite edge of the cylinder downward against a hard wood or plastic block. Numerous light taps will cause the round to move downward and back out of the cylinder. Sometimes it will take hundreds of light taps, but you can do it while watching TV.

Is it on box of truth where the guy soaks ammo in WD40 and it still shoots after a week? It takes longer than the playground rumors say. I don't remember how long it had to sit before he got failures. Some (mostly European) ammo actually is sealed against oil.
 She was only a whiskey maker, but he loved her still.

YOU CAN NOT KILL THE PRIMER!YOU CAN NOT KILL THE PRIMER! DO NOT TRY! If the cartrige goes off it will shoot just like it's in the gun and kill you or someone else just as dead. Take it to a good gunsmith or put it on the bollom of a lake.
DO NOT PLAY WITH A LOADED GUN! That is what you have even with the cylinder out it's still a LOADED GUN!
If you take all the guns off the street you still will have a crime problem, whereas if you take the criminals off the street you cannot have a gun problem.

Theres a few unanswered questions, did he fire the the stuck round, did he have a another round fire in a way to damage the cylinder, look at the primer does it look fired, is it the right caliber for the revolver. If its the right caliber and it was hard to insert in the cylinder and looks like its just stuck. What you might want to try is to place the cylinder with the stuck round in the freezer for 1 day then take it out and place in the sun for a day. Repeat this for several days. Most revolver cylinders have close clearances and the cylinder will contract when placed in the freezer and slightly compress the cartiage, placing it in the sun will cause it to expand and open up some. Repeating this may finally compress the round so you can either press/push it out or pull it out. If the gentleman did use a punch to try and hammered it out from the working end then he might have seated the bullet deeper causing the case to expand in the cylinder, due to the close clearance this may cause removal of the live round to nearly impossible, if the bullet can be removed from the case dump the powder, reinstall the cylinder with the stuck casing and fire off the primer. Then use a punch to drive the case out. A live primer alone has the power to take a finger off and it can push a bullet into the barrel where it can get stuck, most of the miss loaded rounds I see; case, primer, no powder and bullet seated when fired the bullet will get stuck in the forcing cone of the barrel. Partially in the cylinder and partially in the barrel forcing cone and when that happens the cylinder won't revolve.

well if you dont have it by now,whens the sale, ,2 bucks for trying taping cylinder to same size socket,casing side to open socket,add 5/16 socket to slug end, set in vice push out. or using heavy,drill press for ram.
