You can use zip ties in a pinch. Just use a magic marker to write the number on the zip tie. You can order bands online. If your shooting them this time of year the preserve your using can give you the info you need. If your just training with them you don't need bands.

I've never banned a quail in my life. I've never seen a banded quail in 15 years of NSTRA trials.

I've never banned a quail in my life. I've never seen a banded quail in 15 years of NSTRA trials. Yes you have. I banded them at the last trial in Glenrose.

You can order bands online. If your shooting them this time of year the preserve your using can give you the info you need. If your just training with them you don't need bands. A preserve can not give you their Private Bird Hunting Area number for your private bird hunting area, you must get that information once you apply and receive the license. If you train with them and not shoot the birds when they take flight, no, you will not require a private bird hunting area license. But if you are shooting them, you WILL require a Private Bird Hunting Area license.
